Microgeneration and Low Carbon Energy Technologies: Proposed Changes to Permitted Development Rights for Non-domestic Premises and Households

 

The Welsh Assembly Government was consulting on proposed amendments to the General Permitted Development Order 1995.  The closing date for comments was 2nd July 2010.

 

The Welsh Assembly Government were seeking views on proposals to update and extend permitted development rights to remove the need to apply for planning permission when installing certain forms of renewable energy generation equipment on non-domestic premises, including farms, and to make amendments to the permitted development rights for domestic premises published in September 2009 (http://wales.gov.uk/docs/desh/publications/090901planningmicrogenen.pdf).  Any new installations would have to meet certain conditions relating to noise, vibration, visual impacts and impacts on conservation sites.

 

Non-Domestic Premises

The following technologies would be allowed to be installed on non-domestic premises, including farms, without the need for planning permission -

  • Wind Turbines
  • Air source heat pumps
  • Ground source heat pumps
  • Water source heat pumps
  • Solar panels
  • Flues for biomass systems and combined heat and power systems
  • Specifically for agricultural land, the building of structures to house anaerobic digestion systems, biomass boilers and hydro turbines

 

Domestic Premises

The proposals to amend the existing permitted development rights would allow the installation of the following technologies -

  • Wind turbines
  • Air source heat pumps
  • Solar panels on flat roofs
